This paradox applies to speeding, seatbelt use, drunk driving and motorcycle helmet use. <span style=\"text-decoration: underline\">Editor:<\/span>\u00a0 I found it bizarre that in response one official said, &#8220;The first thing that must be done is to upgrade the accident database so that it is more accurate in order to raise the public awareness&#8221;. \u00a0I find it difficult to view such a reply as anything but avoiding taking action. It is certainly not evidence-based. There is little basis for believing that more accurate data change public awareness in the least, let alone heighten the responsiveness of public officials to the issue. What Thailand and others need to do is to enforce the laws they have passed. That may not provide the entire answer but it would be a reasonable start.
